Have you seen this book page garland by Annalea of Make It, Give It? I think I literally gasped when I first saw it. I love crafts like this - cheap (in a good way.. lol), reusing, paper, crafty! Go see Annalea's tutorial - you can thank me later. ;) And go ahead and follow her on Pinterest, she's got some good finds in there.
